The inherent problem with terrorism is that it is not just.

Terrorism is most often used for political reasons, and thus its purpose is to send a message, or cause

some change with a particular government. The problem is that terrorism's victims involve innocent

people as a method to get to someone higher up and more protected.

One might argue that the government which the terrorists fight against has killed innocent people, but

a) any innocent people killed were not killed for the express purpose of sending a message to others

b) and IF any innocent people were killed in this way, those who committed these crimes can and should

be punished in a criminal/military/international court.

Terrorism is not a just way to fight (is there any truly just way?), because it uses the lives of innocent

people as bartering chips. As it is not just, it is therefore not justifiable.

It seems obvious that in the minds of those committing the acts, it is justified. If the debate were "do

terrorists feel that their actions are justified?" you might have a point. But for those of us who are

innocent (having no intent to kill someone else) civilians, it is pretty obvious that it is not.

There are many crimes that take place all around the world, but the fact that they are rampant does not

justify them. That's like saying that the holocaust is justified, simply because they killed so dang many

people. The fact that there were large amounts of people who believed in the Nazi cause does not justify

the cause. It was just a case where people were quite literally brainwashed by their surroundings. This

brainwashing, oddly enough, is not a very difficult to achieve.

The example of Nazi

Since the turn of the century, the postmodern world has seen increasing levels of political,

cultural, military and socio-economic tumult, much of this due to a series of terrorist

attacks on American soil and the resultant waging of Washington ’s “War on Terror”.

Consequently, the nature of terrorism has come under intense media focus and is subject

to immense debate, especially on its justification. Before engaging in such a debate one

must first identify terrorism as an act of widespread violence, whether on the part of a

state or individual, against another state or society, with the ultimate goal of forcing the

latter party to cede to the formers demands – be they political or socio-economic. With

such a definition in place we find that terrorism is indeed unacceptable in a vast majority of

occurrences. But we cannot be entirely certain that that is the case for a few but highly

controversial situations. In its entirety, though I would tend to agree with the statement I

must also state that it is too complex to be offered a clear-cut response. From the

perspective of a humanitarian, terrorism is completely abhorrent and totally unacceptable

no matter the opinion of the terrorists themselves. All areas of terrorism in recent years

have been manifested in the form of the taking of innocent lives – lives that had little to do

with the terrorist’s main cause. From the attacks on New York City in 2001 to the spate of

car bombings in Moscow to the insurrections of the Southern Philippines, almost all terror

attacks have caused the death of thousands of innocent bystanders, wanton destruction

of private property, and incredible distress and pressure brought upon those who had the

misfortune of seeing their loved ones being threatened with decapitation on news

channels. It is through this argument that we as a “moral” global people condemn

terrorism and its perpetrators no matter what their cause is. (二)、打击目标夸大化导致了恐怖主义危害任然在扩大。

恐怖主义的打击目标已经由外交、军事、政府扩展到商业、一般平民和公共设施。尤其是“9·11”事件以后,美国发动针对伊斯兰教极端势力的全球化反恐战争以来,东南亚穆斯林聚居地区的人民反美情绪高涨,针对西方人的恐怖袭击事件不断增多。常规恐怖活动已经显示了它的杀伤性与破坏力,每年死于恐怖活动的人数有增无减。

与此同时,人们更加关注大规模杀伤性恐怖主义出现的可能。恐怖主义无视人类的任何道德规范,不受任何国际法约束,因此,它追求最具轰动、最具血腥、最具影响的各种恐怖活动方式,核、生、化等大规模杀伤性武器一直是其寻求使用的手段之一。一些恐怖组织逐渐超越传统,尝试高科技带来的恐怖效应。它们在异地建立支持性网站,从事各种培训、宣传等活动。利用现代两用技术如全球定位系统、移动电话、寻呼机等进一步加强其恐怖活动。特别需要指出的是,非暴力恐怖主义的危害越来越大,信息恐怖主义就是其中一个最突出的问题。恐怖主义利用互联网结成跨地区、跨国界的大型组织,利用网络的便利条件获取和发送各种信息、交流经验,利用网络从事各种犯罪活动;同时,他们也把这种支撑现代化社会的系统作为攻击目标:瘫痪网络、干扰攻击通信卫星等。此外,人们赖以生存的基础设施也处在恐怖活动的威胁之下。

(三)、恐怖手段多样化带来造成大范围的心理恐慌,影响经济发展。

恐怖活动的手段由传统的绑架、劫持人质与暗杀等方式到使用爆炸、袭击、劫持以及生化武器和网络恐怖主义等。此外,当前的恐怖主义的活动策略也在不断变化,手法越来越野蛮、残暴,以致于不择手段。加之恐怖主义带来的心理恐慌,在恐怖主义者滥杀无辜来追求达到更大规模的血腥效果,也就达到了恐怖主义活动的大范围的恐慌效应。它不仅带来人们的心理冲击,更有可能导致了政府不稳定或者更迭,带来社会经济的动荡,从而影响人们正常生活,人人自危。
