农产品质量安全知识

一、 农产品质量安全是指农产品质量符合保障人的健康、安全的要求〜农产品 质量既包括涉及人体健康、安全的安全性要求〜也包括涉及产品的营养成分、口 感、色香味等品质指标的非安全性要求。

农产品质量安全是一复杂的系统〜涉及到从产地到餐桌的多个环节。根据生产 过程先后〜农产品质量安全保障应当通过产地环境清洁、生产过程控制、产品质量 检测、包装贮运过程可靠、产品履历可追溯、法规标准认证有保障〜以及实行农产 品质量安全全程监管和风险评估等方面来实现。

二、 生产者应如何保障农产品质量安全：

《中华人民共和国农产品质量安全法》规定〜农产品生产者在生产过程中对地 保证农产品质量安全负有基本义务。

1、 农产品生产者应当按照法律、行政法规和国务院农业行政主管部门的规定 〜合理使用农业投入品〜严格执行农业投入品使用安全间隔期或者休药期的规定〜 防止危及农产品质量安全。禁止在农产品生产过程中使用国家明令禁止使用的农业 投入品。

2、 农产品生产企业和农民专业合作经济组织〜应当自行或者委托检测机构对 农产品质量安全状况进行检测，经检测不符合农产品质量安全标准的农产品〜不得 销售。Ellipticity of elbow pipes with diameters less than or equal to 150 mm must be

3、农民专业合作经济组织和农产品行业协会对其成员应当及时提供生产技术 服务〜建立农产品质量安全管理制度〜健全农产品质量安全控制体系〜加强自律管 理。

三、哪些农产品不得上市销售

《中华人民共和国农产品质量安全法》规定〜有下列情形之一的农产品〜不得 销售

1、含有国家禁止使用的农药、兽药或者其他化学物质的。

2、 农药、兽药等化学物质残留或者含有的重金属等有毒有害物质不符合农产 品质量安全标准的。

3、 含有的致病性寄生虫、微生物或者生物毒素不符合农产品质量安全标准 的。 4、 使用的保鲜剂、防腐剂、添加剂等材料不符合国家有关强制性的技术规范 的。

5、其他不符合农产品质量安全标准的。

四、农产品生产档案记录有哪些要求

农产品生产企业和农民专业合作经济组织建立的农产品生产记录〜必须载明3 个方面的内容:一要详细记录生产活动中所使用过的农业投入品的名称、来源、用 法、用量、使用日期、停用日期,二要详细记载生产过程动物疫病、植物病虫草害 的发生、防治情况，三要如实记载种植业产品收获、畜禽屠宰日期。农产品生产记 录必须要保存两年〜以便

质量安全问题的追溯和生产过程问题的追查。

五、三品一标概念

有机食品的概念:有机食品,Organic Food,是国际通称〜这里所说的"有机” 并不是化学上的概念〜而是指采取一种有机的耕作和加工方式〜按照这种方式生产 和加工、产品符合国际或国家有机食品要求和标准〜并通过了国家认可的认证机构认证的农副产品及其加工品〜称为有机食品〜其包括粮食、蔬菜、水果、奶制品、 禽畜产品、蜂蜜、水产品、调料等等。

有机食品:要求生产和加工过程中必须严格遵循有机食品生产、采集、加工、 包装、贮藏、运输标准〜禁止使用基因工程技术及该技术的产物及其衍生物。建立 严格的质量管理体系〜生产过程控制体系和追踪体系〜有机食品必须经过有机食品 颁证组织认证并颁发证书

绿色食品：要求按照特定生产方式生产〜经专门机构认证〜许可使用绿色食品 标志的无污染的安全、优质、营养类食品。由于与环境保护有关的事物国际上通常 都冠之以"绿色”〜为了更加突出这类食品出自良好生态环境〜因此定名为绿色食 品。

无公害食品:指的是无污染、无毒害、安全优质的食品〜在国外称无污染食 品、生态食品、自然食品。对于产地生态环境要求清洁〜按照特定的技术操作规程 生产〜将有害物含

量控制在规定标准内〜并山授权部门审定批准〜允许使用无公害标志的食品。 无公害食品注重产品的安全质量〜其标准要求不是很高。

常规食品:对于老白姓而言〜常规食品就是在菜市场和菜农手中直接购买的蔬 菜水果。对于农药〜化肥之类的使用没有限制性〜打破了正常食品生长的周期〜很 多用基因转换的附属品才满足老口姓对于健康忙知的需求。催熟的现象很普遍〜对 于人们健康的危害是显而易见的。

农产品地理标志〜是指标示农产品来源于特定地域〜产品品质和相关特征主要 取决于自然生态环境和历史人文因素〜并以地域名称冠名的特有农产品标志。根据 《农产品地理标志管理办法》规定〜农业部负责全国农产品地理标志的登记工作〜 农业部农产品质量安全中心负责农产品地理标志登记的审查和专家评审工作。省级 人民政府农业行政主管部门负责本行政区域内农产品地理标志登记申请的受理和初 审工作。农业部设立的农产品地理标志登记专家评审委员会〜负责专家评审。

六、可追溯体系 食品可追溯体系的必要性在于可以为消费者提供产地、生产方式、生产者名 称、地址等〜还包括产品从产到销的全部过程。对种植业产品来说〜可追溯体系主 要包括在生产过程记录和包装标识两个方面。

2、 包装标识记录

按照有关规定和标准应当包装或者附加标识的〜包装物或者标识上应当按照规 定标明产品的品名、产地、生产者、生产日期、保质期、产品质量等级主要成分 等。
