水资源管理(water resources management)
A water resources management system is the basic system of organization
system and the national water resources management authority, rational
exploitation, utilization, conservation and protection of water resources and the
prevention and control of water disasters, realize the sustainable utilization of
water resources protection organization. To reform and perfect the management
system of water resources and further strengthen the unified management of
water resources is an important part of the revision of the water act.
Two, the State implements the management system of combining river basin
management with administrative regional management of water resources. Water
is the basic resource for human survival and economic and social development. It
is also the basic element of the ecological environment. Water resources are
different from land, forest, mineral and other resources. It is a dynamic and
renewable resource. The basin is a special regional concept with precipitation as its
origin, water stream as its base, river as its main line and watershed as its boundary.
The water resources form a unified body in accordance with the hydrogeological
unit of the basin. The surface water and groundwater change each other. The
upper and lower reaches, the tributaries, the left and the right sides, the water
quantity and the water quality are interrelated and interact with each other. This is
the requirement of water resources only in accordance with the basin
development, utilization and management, in order to properly handle the upper
and lower left and right bank area and Department of water relations. Another
feature of IT resources is its versatility, water resources can be used for irrigation,
water supply, power generation, shipping, aquaculture, and has the dual nature of
interest. Therefore, the activities of water resources development, utilization and
protection of the need of unified planning, overall planning, comprehensive
utilization, in order to meet in the basin, water resources play the greatest
economic, social and environmental benefits. At present, the management of
water resources with basin as a unit has become the trend of the world. In 1992,
the United Nations Conference on environment and development of the
"Twenty-one world agenda" pointed out: integrated water resources management
includes two aspects of surface water and groundwater, water quality and quantity
shall be carried out at the basin level, and the need to strengthen or develop
appropriate system according to the. The important rivers in China are inter
provincial basins, and the natural characteristics make the relationship between
watershed management and administrative regional management more
important.
Three, the original 1988 promulgated the "water law" stipulates that "the state
of water resources unified management and classification, sub sector
management system combining" for unified management of water resources in
China to promote an important step. But due to the ownership of water resources
management and Utilization Division relationship and responsibilities between
responsibility and authority is not clear, there is no clear mechanism for watershed
management, resulting in overlapping functions and functions of the coexistence
of dislocation phenomenon between departments, "more water" problem still
exists. The main characteristics are as follows: first, watershed management is
divided according to administrative regions; two is surface water and groundwater
