Emergency Preparedness and Response Procedure

1. Purpose目的

The procedure is to prevent potential incidents or emergent accidents, make

preparation and respond to accidents and emergency situations ahead, so can

prevent and mitigate the environmental impacts or maybe associated maximally. 预

防潜在的事故或紧急情况发生，提前做出应急准备和响应，最大限度的预防或减少可能伴

随的环境影响。

2. Scope范围

This procedure applies to the treatment of potential accident and emergency

situations in Arnold, such as: the fire, the explosion accident, chemistry

dangerous material revelation, the accident and the special climate in the

company scope

适用于本公司范围内有可能发生的火灾、爆炸事故、化学危险品泄露、意外事故及特殊

的气候等紧急情况。

5. Responsibility职责

5.1 EHS department is responsible for collocation of fire fighting device,

inspection, and fire fighting drills. EHS负责本公司消防设施的配置，检查及应

急演习。

5.2 EHS department is responsible for daily supervision of flammability and

explosive place. EHS负责对易燃、易爆场所的日常监督检查。

5.3 EHS department is responsible for company’s safety inspection. EHS负责公

司区域范围内的安全检查

5.4 The security team is responsible for nightly safety patrol. 保安负责夜间的

安全巡逻。

5.5 Management representative is responsible for emergency’s unified command and

dispatch. 管理者代表负责紧急事故的统一指挥和调度。

6. Process Description过程描述

6.1 EHS department will collocate necessary fire fighting devices in workshop

and flammability or explosive places according to the fire fighting requirements,

and establish Fire Fighting Device List. 由EHS依据消防安全条例的要求，在本公司各

生产车间和各易燃、易爆场所配备足量的消防器材,并建立《消防器材一览表》。

6.2 EHS department is responsible for the identification and evaluation of

flammability and explosive cargo, and establish Flammability and Explosive

Place List. EHS负责监督易燃、易爆物品的识别和评价，并负责建立《易燃、易爆

场所一览表》。

6.3 EHS is responsible for supervising the use of flammability and explosive

cargo, inspecting the safety operation instruction, warning symbol, and other

requirements of flammability and explosive cargo EHS负责监督易燃、易爆物品

的使用，并负责检查易燃、易爆物品是否附有安全使用指引和警告标志以及其它相关

要求。

6.4 The security team shall inspect the hydrants, extinguishers and other fire

fighting devices monthly. EHS department inspect the use of explosive pressure

vessel, and fill the results in Fire Fighting Safety Inspection List.保安

队负责每月检查本公司的消防栓，灭火器等灭火器材的完好情况，EHS 检查易爆容器

的使用情况，并将检查结果记录在《消防安全巡查表》中。
