Abstract
:
With the development of China) s economy,the improvement of international influence,the adoption

of “Belt and Road” strategy and the continuous development of foreign exchanges,the demand for intercultural com
munication is increasing with the growth of international interaction. Chinese people are the main force of internation
al communication in the future and we will slioulder the important duty of sj)reading Chinese culture. So it is very im
portant to cultivate people ’ s competence of intercultural communication. The competence refers to
guage itself but also the bilateral cultures. The paper firstly implies the significance of in
baclcground of “ Belt and Road” strateg. The second part is related to the literature review of intercultural communi
cation. And it goes to the achievements of “Belt and Road” and the strategies of c
ness. Accorciing to the research,one point shoulci be clear,that is,the cultivation of c
portant in intercultural communication in the progress of “ Belt and Road” .

In 2013
,
President X has put forward the idea of jointly constructing the
“
Silk Road Economic
Belt
”
and the
“
21st Century Marine Silk Road
”
. The State Development and Reform Commission
,
the Ministry of Foreign Mfairs and the Ministry of Commerce jointly issued the Vision and Action
in March 2015 to promote the construction of the Silk: Road Economic Belt and the Marine Silk:
Road in the 21st Century.

The main contents of the % Belt and Road& strategy, the principles of
friimeworlc and the key points of cooperation are expounded at the background of the time. The
“Belt and Road” strategy is not only a strategic concept to achieve common development,but also
a platform for cultural exchanges and cooperation to promote the interconnection of the people of
all countries along the route. China should take advantage of Belt and Road) s strategy to push Chi
nese culture out to the world,promote cultural exchanges and cooperation with the countries along
the road,and reshape China’s global image. Belt andRoad’ s stmtegic concept brings a historic
strategic opportunity to the international dissemination of Chinese culture,at the same time,to pro
mote Chinese culture to go out and strengthen the soft power and international influence of Chi
nese culture when facing a complex and changeable environment. The constru
Road”,the promotion of cultural exchanges,the integrtion among the countries and people along
the route are the embodiment of the spirit of cultural openness andfriendly communicationand
cooperntion,which will lead to building a community of human destiny.
The construction of “ Belt and Road” is conducive to promoting exchanges and mutual learning
among different civilizations,promoting mutual recognition of different values,and enhancing mutual
culturfil trust and mutual benefit. The “ Belt and Road” strategy has set up a new platform for cultur
al exchanges and integration and development in the err of globalization,through whic^h the people
of all countries along the route are connected and interlinked to promote the exchanges and mutual
learning of each other’s cultures at a higher level and on a larger scale. Innovation and development
of carying out the strategic concept of “Belt and Road” are conducive to further speeding up the e
conomic and trade exchanges between China and the countries and regions along the line of % Belt
and Road” and forming a new pattern of opening up to the outeide world. The process of going out
to the world is a long - term system with a lot of problems and challenges
ences. Chinese culture will be acceptedby the people of countries andregions
“Belt and Road” successfully if we master the skills of intercultural communication.
Facing a series of problems and chaienges,what could Chinese do? It is a pr^ctic^al method to
strengthen our cultural consciousness in the process of spreading Chinese culture to the countries
and regions along “ Belt and Road”,because there is a phenomenon of inf^xilbilit^ in the dissemi
nation of Chinese culture to the countries and regions along “ Belt and Road”,the people of coun
tries and regions along “ Belt and Road” can easily create a st^reot^pe of Chin
without the inner spirit and basic values of Chinese culture. So we Chinese must dig deep into the
essence of our culture including the exc^lent part of Chinese traditional culture,the Chinese mod
ern revolutionary culture and the remarkable achievements made by China ’ s reforms and opening
up. We all must have a deep understanding of our culture,cultivate our own cultural awareness and
cultural self - confidence and spread these ideas and cultures to let others know.
2. Globalization of promoting cooperntion and opening up between countries
Communication and interaction are no longer limited by regions and time,the world becomes
a close global vil^ge. Under the background of globalization,the confic^ts and contr^dic^tions be
tween the countries,between the traditional and the modern are becoming increasingly prominent.

The intercultural communication refers to the interaction of different nationalities in different

formation and expression of culture cannot be separated from language. The

Language learning is a social and cultural phenomenon in social activities and cognitive process. Cul

3. Cultural self - consciousness
Cultural self - consciousness mainly refers to the cultural awakening andconsciousness of a
nation "including the role of culture in historical progress and the function of social development. It
has a profound meaning,that is,a correct grasp of the laws and trend of cultural development,an
active responsibility for the social and historical development of culture,and a leading role in cul
tural construction including criticism andinheritance of traditional culture. The judgment andab-
sorption of all kinds of cultures in the world includes summary and learning from historical experi
ence and lessons,and the orientation and creation of contemporary culture to achieve cultural
self - awakening,self - reflectionand self - transcendence. In other words,cultural consciousness
is that people living ina certainculture have self - knowledge of our culture,understanding of its
origin,formation process

characteristic's and development tr^nd including reflection on our own
culture and otliers) cultures. Reflection on one) s own culture oft^n helps to understjmd the rela
tionship between different cultures. On the otlier hand,cultural self - confidence refers to a coun

culturfil ,and an affirmation and adherence to our own fine culturfil traditions. The respect
for contemporary core values,adherence and piety is the full affmation of our own cultural con
notation and values,cultural characterstics and the vitality of faith. Cultural self - confidence is the
source of national self - confidence and prde. With the confidence and prde of national culture

Chinese nation has maintained itself and formed the unique Chinese culture by assimil
ent cultures of its own ethnics in the long history. Only through enforcing our cultuml self - con-
sciousness,canChinese people have cultural self - confidence and cultural self - improvement. If
we know the advantages of our own culture,we will find out its cultural position in the world and
have cultural consciousness inthe course of exchangesandcomparisonof different cultures. Into
day ’ s multiculturalism world,we will fmdsome ways to strengthening our ownability to inhert
and spread our culture. So how to gain cultural self - confidence? Cultural self - c
complacent,nor is it exclusive. We should stickto our ownexcellent culture,treat other cultures
correctly and fairly,focus on the need of the times and social development,a
velop our advanced culture. The key is to focus on the future and to absorb other cultures instead
of totally emphasizing our own culture. A high degree of cultural self - consciousnes
self - confidence is the ideological basis for the prospert^ and development of socialist culture.
Therefore,it is important to learn both languages and cultures in intercultural communication. On
the contrary,we would make a mistake if we only attach importance to foreign cultures and ignore
our own,we will lose the root of our nation.

of
intercultural
communication
Aft^r 40 - year refom and opening up,China has made remarkable achievements in various
fields,such as politics,economy and culture and so on. In 2013,Chaiman — took the initiative put
ting forward the constriction of “Belt andRoad”,whichhas beenfve years. Over the past five
years,%Belt and Road” project has made continuous progress and thrived in cooperation rooted in
the historcal soil of the “SilkRoad”,focusing onAsiv,Europe and Afrca’ s development. “Belt

and Road” aims at building international cooperationand is open to all friends. As one of China ’ s
three major strategies,the constructionof “Belt andRoad” has already entered the fast track of
accelerating progress and becomes a powerful power for a comprehensive recover of the world e
conomy. We should be proud of our achievements and experience and share them with the world
for common development.
Firstly,connectivity is accelerated in terms of infrastmcture. Facilities Unicom is the core con
tent and priority area of the constriction of “Belt and Road”. Over the past five years,efficient and
smooth international channels have been accelerated,such as China - Laos railway,China - Thailand
railway,Hungary - Serbia railway,Yawan hijgh - speed railway construction and so on. The port of
Hambantota in Sri Lanka is completed,and the construction of theColomboPort City project is more
than half in the progress;the port of Piraeus
,
Greece,is built into an imp
Sino - Burma crude oil pipeline has been put into use,the crude oil has entered China from the Indi
an Ocean through the pipeline,the Sino -Russifm crude oil pipeline has been formaiy put into use
,
and the construction of the Sino - Russian natural gas pipeline along the eastern route has been car
ried out as planned. CEIBS has more than 9000, reaching 42 cities in 14 European countries.
Secondly,China has achieved remarkable achievements in economic,trade and investment co
operation. China’s tmde andinvestment cooperaaonwithcountries along the route of “Belt and
Road” has been expanding,creating a good win - win situation of mutual benefit. In 2017,China ’ s
total amount of import and export with the countries of “Belt and Road” reached 1. 44032 trillion
US dollars,an increase of 13.4% over the same period of last year. It was hijgher than China’ s o
verall foreign trade growth mte of 5. 9 percent,accounting for 36. 2 percent of China’s total import
and export tmde. Of this total,China exported US $774. 26 billion to these countries,an increase
of 8. 5% over the same period of last year,and accounting for 34. 1 % of China’ s total exports.
“Belt and Road” has imported US $ 666. 05 billion,an increase of 19. 8 percent over the same peri
od last year,accounting for 39. 0 percent of China’s tot^l import,witli import growing faster than
export for the first time in nearly fve years. China invested US $ 14. 36 billion in countries along
Belt and Road,accounting for 12% of China’ s total overseas investment
present,China and the countries along the route have built more than 80 overseas economic and
trade cooperation zones,creating 244,000 local jobs. The China - Belarus Industrial District has be
come a model for bilateral cooperaaon,and a large number of such cooperation districts are also
speeding up.
Thirdly,financial cooperation is developing further with the countries of the route of “Belt and
Road”. Financial cooperation is an important part of Belt and Road’s international cooperation. By
strengthening financial cooperation and promoting the circulation of money and financing,China
can create a stable financing environment for the constructionof “Belt andRoad”,gu
capitals of the countries to participate in the development of economy chain,and promote the
healthy development of world economy. By June of 2018,China had established 71 first level insti
tutions in 27 countries along the route.
Fourthly,International Corporation continues to rise. In the past five years,guided by the spirit
of peaceful cooperation,openness and tolerance,mutual learning and mutual learning,and mutual

people from different cultures can cultivate not only our self - learning ability but also improve our

on modem and contemporary philosophy. Moreover,the great creation of Chinese ancient science
and technology has great contribution and infuence to the world ciflization especifly the spread
of our four famous inventions. Besides,the development of the Silk Road,the spread of tea culture
and silk: weaving technology have made great contributions to the world. In addition,Chinese revo
lutionary culture and socialist advanced culture are also outstanding. The Communist Par^ of Chi
na led the nation to oveaiirow the %thr^e mount^ins& and established a new China. Moreover,the
achievements that we have achieved since the reform and opening up within 40 years ago are also
part of the advanced culture of our country.
China needs to strengthen the development and dissemination of cultural resources and en
hance the ability of Chinese culture to spread it int^rnationaiy when strengthening the culturfil ex
changes and cooperation between China and the countries and regions along
